Initial plans showed an ice rink and amphitheater, sweeping canopy and plantings. Yet City Plaza in downtown Reno remains essentially a barren space.

The Mapes parcel remained untouched until February 2003, when the city council, directed by then-Mayor Bob Cashell, agreed on a plan for the vacant lot. They wanted to build a public plaza.
