More people are coming forward with allegations of sexual abuse inside Illinois' juvenile detention system, adding to hundreds of lawsuits already filed.
Marcus A. Phelan, 41, James E. Schoeberl II, 38, and Ryan A. McManimen, 29, all were charged with home invasion.
Survivors of sexual abuse at Illinois Youth Centers (IYCs) and the Cook County Juvenile Temporary Detention Center (JTDC) have filed new lawsuits against the state, bringing the total to 800 cases.
